Over 300 Vehicles Destroy Public Properties in 2011

Phnom Penh: From 2009, May 21 to 2011, December 15, there were totally 307 vehicles caused damage to public properties, including fence and concrete road dividers, street light poles, traffic light poles, bridge rails, trees, independent monument roundabout, public gardens and so forth.
Particularly in 2011, there were 122 cases of destroying public properties, and according to the report of traffic police office, accidents are due to following reasons: over speed drive: 12.67%, failure to yield the right of way: 5.73%, failure to keep right: 8.82%, overtaking accidents:3.41%, disregarding traffic signals: 1.98%, reckless drive: 9.37%, drunk-driving: 5.95% and others: 2.09%.
Referring to a Decision No.237, Council of Ministerial Notice, dated 1st March 2011 and a Letter No.27, dated 22nd February 2011 issued by Phnom Penh Capital Hall, all vehicles caused damage to public assets must be brought to Phnom Penh Capital Hall for double fine in cases of minor damages or the accident documents will be sent to the court for serious damage. So far, Phnom Penh Capital Hall had sent some serious cases to the First Instance Court of Phnom Penh Capital for lawful solutions.
Therefore, Phnom Penh Capital Hall would like to appeal to all drivers to strictly follow traffic law in order to avoid any accident which is harmful to lives, private and public properties. As stated in the recommendations of the Kingdom’s Premiere Samdech Akka Moha Sena Padei Techo HUN Sen, “Do not drive if you drink and if you are drunk do not drive”, Phnom Penh Authorities have been now working on procedures for advertising companies to compulsory include this slogan in their alcoholic advertising billboards.
